Summary: New pluginapi.lib depends on libc.lib

Initial Comment:
The pluginapi.lib file shipped with NSIS v2.42 requests libc.lib. This makes it \
impossible to compile any NSIS plugins with VS 2008.

VS gives the following error message:

LINK : fatal error LNK1104: cannot open file 'LIBC.lib'
