Lists already display up/down arrows when the number
of items in the list exceeds the number displayed.

Labels (and buttons, repeaters, pushbuttons,
checkboxes, and popup triggers) only display a single
line of text, so you don't have anything to scroll.  A
multi-line field is probably the best object for this
task.

You can display more than one line of text using
Display or DrawChars, with scrollbars/arrows to
determine what text to display, but it's probably
easier to use multi-line fields.
