Since 519=can't find, are you sure the database name matches the actual name
of the database?  Database names are stored as null-terminated strings in
the first 32 bytes of the pdb header, and they're case-sensitive.

Take a look at the pdb you're trying to open to see if its name is what
you're expecting.  If you don't have an easy way to do this, use the
Directory project in the files section.  It will give you the name of every
"appl", "libr", and "data" database on the system, along with their card
numbers.  I've attached it as a Fat App so you can run it "as is".
