The ncbi RPM is very large... what kind of networking do you have (100Mbit?
1Gbit)?
try disabling the bio roll to see if a large package is the problem (also
verify the ncbi package)

1. verifying ncbi package
rpm --checksig
/export/rocks/install/rolls/bio/5.4.3/x86_64/RedHat/RPMS/ncbi-6.1-4.x86_64.rpm

2. disabling the bio roll
rocks disable roll bio
cd /export/rocks/install
rocks create distro
