Crap. Misread your email question.

If you want to require a queue name and reject jobs that do not specify 
it then the best, modern method with SGE 6.2 series Grid Engine is to 
look into the JSV mechanism

JSV = Job Submission Verification and it does exactly what you need.


If you don't want to use JSVs most  SGE sites would just wrap the qsub 
command with a wrapper script that executes the job submission syntax 
they expect to see.
