User connections are also licensed connections, created when a user 
maps a drive or printer. Until then the only connection is 
authenticated; under normal conditions you should see 2 connections for 
users with drives mapped to a server. This is kind of a legacy holdover 
from the days when licenses were set per server rather than per active 
user as in 6.0 and above.
