Having the user send directly to your FTP site, bypasses their entire email
sending infrastructure.  Yes?

Have them resend to your problem user and CC you, to GW and to an external
account.  Check the attachment in all places. If good in your external
account, forward it to your GW account and check it there.  At least that
will gather more data points.

Do you have incoming scanning?
