Attack Update - Version 16

NFR RRT has released version 16 of the Attack package. This is a bugfix
release. 


WHY THIS IS IMPORTANT

In prior versions of the Attack package, alerts inhibited by the Alert
Tuning backend were not also being counted by the Alert Flood Suppression
backend in error.


TECHNICAL DETAILS

Previously, alerts generated would be counted toward the Alert Flood
Suppression backend's THRESHOLD value even if they were inhibited by the
Alert Tuning backend. This would result in spurious "Flood Suppressed"
alerts for administratively inhibited alerts. Alerts generated but inhibited
by the Alert Tuning package will no longer be counted by the Alert Flood
Suppression backend.
