Summary:                    Text describing system configuration doesn't make
any sense
Description: 
In other words, its Klingon.

REPRO:
1. Login as admin
2. Go to Admin->SiteAdmin
3. Click on System Configuration

See attached image (Picture 3).  That description doesn't make any sense.

4. click on System Configuration.

Description of the add_disabled doesn't make any sense as well.  It merely
states the obvious, this needs an explanation of what add_disabled does.
