To add custom sysconfig inputs to select the default prelogin and 
postlogin module from a list of registered modules, I've had to add a 
register.conf for the splashscreen module to allow it to be marked as 
registered.

In our next round of updates, we need to have it registered on all sites.

I've also added splashscreen and splashscreenadmin to the list of 
default install modules.
