You can do it with windows 10 you will need to use a cpu slowdown utility to make \
NCU behave.  Alternately you will need to use the repackaged installer for this in \
order to get it to install as the original is only 16bit.

Another alternative is to use a virtual machine running Windows 95 or 98.

There are lots of cpu slowdown utilities around for free that work well, the \
repackaged installer is available below if you want to try it.  I have had success \
with both FTDI and prolific serial interfaces.
