Well, two things I noticed that may have contributed... first off, in your
service definition, you used !interscope/admin_scripts, whereas on the
command line you used /interscope/admin_scripts - that leading / might
have been needed.

Also, did you try it with quotes?

i.e.

!"/interscope/admin_scripts"

I know I've gotten check_http and other plugins to work with similar
parameters before, so it's definitely do-able.
