According to sysconfig.txt, NETWORKING_IPV6 was used to cause setup of
global IPv6 things (I assume loadingthe ipv6 module), but is deprecated
now. 

IPV6INIT controls interface-specific ipv6 initialization - it can be set
in /etc/sysconfig/network, but I don't see why you'd do that, and
setting it in each ifcfg-* is definitely safer.
