no, FreeBSD's LC_CTYPE table nothing help for
to supprt iconv(3) supports ISCII-DEV,
because FreeBSD's  wchar_t(=rune_t) is CodeSet Independent.
we need ISCII-DEV <-> UCS4 conversion table at least.
