I found another dreamcast cross compile issue on i386 FreeBSD.

mklocale will also die in ldef.h when compiling lex.l  with _CACHED_RUNES not 
a function.  The fix is to include "runetype.h" in lex.l

I realized now that I may have left out some important details in my last 
email:

Host - i386 FreeBSD 5.0-RELEASE
CVS Date - Yesterday

With the two fixes I posted, the cross compile of the toolchain completed 
sucessfully.
