yes

The sources are now in src/dist/ipf, from the dist.tar.gz tarball.
Unpack that tarball, and the makefile in src/usr.sbin/ipf will "reach
over" into src/dist, in the same fashion as the gnu sources reach over
into src/gnu/dist.
