The TNF pmax testbed is unable to install the system since this commit:

  2020.10.17.07.40.21 mrg src/share/mk/bsd.own.mk 1.1227

Apparently the modules.tgz set is no longer being built, but sysinst
still lists it among the sets available for installation, so the
testbed tries to install it and fails.
