on-the-fly HTML to WML conversion

Html2Wml converts HTML pages to WML pages, suitable for being viewed
on a Wap device. The conversion can be done either on the command
line to create static WML pages or on-the-fly by calling this program
as a CGI.

I have submitted another PR for html2wml before, since
it is on 0.4.7, and this time is a upgraded version to
0.4.8, I am so sorry, I don't know if anyone downloaded
the oldest one, so I better file a new PR here, please
forgive. The originial PR of html2wml is 14571.

Notice, html2wml-0.4.8 will uses p5-XML-LibXML, please
also look at PR 15088.
