Phil,

Sometimes I notice (netatalk v3.0.5) similar behaviour.  I can't be 100% 
certain but I suspect it has to do with Quickview locking the server 
file temporarily while it's feeding a pop-up view.  Check if the users 
are using Finder:Column view where you find the Quickview on the right 
hand panel of the Finder.  If yes, then switch to Finder:List view.  You 
should be able to delete it.  (or in a pinch Terminal: rm 
/Volume/Server/file.pdf will get rid of the file).
