Oops. That seems to have been the problem. I thought I had perl installed,
but I looked up libperl-dev in the Ubuntu Software Center, and it said I
didn't. I installed it, ran make and it appears to have worked.

Thanks for the help. I'm kind of new to mailing lists; how do I tell
everyone that this is resolved?
