Interface 127.0.0.1 is the IP address for localhost. In your snmpd.conf
file do you have an entry starting "agentaddress". IF you don't then the
default is for netsnmpd to listen on all interfaces, including
localhost. If you do then ensure that it has 127.0.0.1 (or lcoalhost)
included in it.

Port is the port that netsnmpd listens on. If you don't have an
"agentaddress" entry in your snmpd.conf file then you are probably using
the default.

A quick way to test this on Solaris (and maybe other machines) is:
$ netstat -an | fgrep ".161"

You should get an answer like:
      *.161                                 Idle

This is a rather broad question.

Is the snmpd daemon running?
Is it listening on interface 127.0.0.1?
Is it listening on the default port (161)?
What community string have you configured for the daemon?
