Summary: Configuration without .conf files

Initial Comment:
In a notification receiving application...

Is it possible to add and remove (threadsafe and in runtime) managed agents
(Notification generators) without using any .conf files? 

Today you can add a managed agent by adding a createUser row to a .conf file 
E.g. createUser -e 0x001122 myuser MD5 my_password DES 

I would like to use an API to add/remove this information in runtime and
handle the persistence of this information on my own.
