Summary: Problem compiling with latest CygWin

Initial Comment:
Hello,

I have not been able to compile UCD-SNMP/NET-SNMP (all versions) with the latest CygWin 
distribution (CygWin 1.1.8-2) or anything past CygWin 1.1.6.  I can configure  NET-SNMP, but upon 
making, it always fails at "winstub.lo" with conflicting type for  "getnetbyaddr".

I've got a GZipped tar file of the configs and error files.

I've sent a similar message to the CygWin mailing list, and what I got back was:
