Initial Comment:
Software version : ucd-snmp-4.1.1
O/S  - RED HAT Linux - 7.0
 
 If I do snmpset,  check_access function returns 1,
then it drops the packet.

How to fix this problem.

The most likely cause is the /etc/hosts.{allow,deny}
files are denying you access.
