Initial Comment:
It seems there is no real way to get the NET-SNMP
library to *really* not deal with configuration files,
and this patch provides a new Boolean token to disable
it. Though one can make the case that persistent state
is required for some things, in our application (where
we had to make *one* SNMPv1 query of a device), this
config activity was superfluous.
