Initial Comment:
There's a known problem that usd-snmpd and net-snmpd 
can't determine network interface speed, 10 Mbit/sec
is the hardcoded value. And the reason is clear: the
correct determination of the parameter is system- and
hardware specific, depends on Ethernat card model and
its driver. 
  Nevertheless I propose to determine the speed at list
for NICs with MII-tranceivers (media independent
interface). There's a free program "mii-diag" written
by Donald Becker (http://www.scyld.com) that works
upder Linux and shows some parameters of a card
including transfer mode and link status. The code was
adopted for usd-snmp ver. 4.2.3. The patch is attached
below. 
  The patch also allows to determine ifOperStatus
parameter (i.e. link status) correctly: in case of link
troubles ifOperStatus is set to "down"

There are some things that are not taken into account by this patch: interface speed \
determination is wrong when there's problems with autonegociation but link partner, \
however, sent link beat. The second version of the patch fixes it.
