Summary: Implementation of the unified v4-v6 MIB

Initial Comment:
This implementation was made into the net-snmp-5.0.6 package (latest CVS).
It implements the MIB defined into the 
draft-ietf-ipngwg-rfc2011-update-00.txt
draft-ietf-ipngwg-rfc2012-update-01.txt
draft-ietf-ipngwg-rfc2013-update-01.txt
draft-ietf-ipngwg-rfc2096-update-00.txt
Into the MIB directories, four files have been added (one per draft) and the INET-ADDRESS-MIB.txt file 
has been updated with the RFC3291.

This implementation has been done on FreeBSD 4.5-RELEASE #22

The command to use to generate each module is :
./configure  -enable-ipv6 -with-transports="UDPIPv6" -with-mib-modules="mibII/draft_RFC20xx",
where xx could be 11,12, 13 or 96.

net-snmp could be configure with only one draft or with both of them. In this latest case, all the mibII 
drafts modules has to be called when the package is configured.

Those drafts are only implemented in read access. No set function is currently defined, neither 
notifications. Some tables are non complete, as udpListenerTable, because the system hardly give the 
information we needed...or, we have not found the way to gather them. Any help is welcome ! And any 
comment too !

Note :
The files  DRAFT-RFCXXX.txt need to be manually copy from the net-snmp/mibs directory to the 
<>/share/snmp/mibs/ one, where <> is the directory defined for the implementation 

Note :
To be able to see the inetCidrRouteTable in a readable way (not with the OID), we should absolutly call 
with the -m ../share/snmp/mibs/DRAFT-RFC2096.txt option.
