Summary: Socket permissions for AgentX

Initial Comment:
A prelimary patch, to provide a configuration
mechanism for specifying the ownership and
access permissions for the AgentX socket.

This isn't really suitable for being an official
patch, since there are a number of known deficiencies
(and it may well not be the most appropriate
functionality anyway), but by putting it here,
it's at least available to those that need it.

Known problems:
   -  Access permissions must be specified in octal
   -  Owner and group must be specified numerically
   -  no validation of configuration settings
   -  directory permissions are not applied if the
         directory already exists.
