Initial Comment:
Some broken agents cannot handle request ID 
values greater than 2^16 
This patch provides a mechanism for specifying that 
all IDs in outgoing requests should be in the range 
0-(2^16), rather than the default 0-(2^32) 

Note that this is a sop to broken agents, and such 
bugs should be reported to the appropriate vendor.
