If it's a small patch you can post it on the coders mailing list. If 
it's a large patch the patch tracker may be more appropriate 
(https://sourceforge.net/p/net-snmp/patches/). No matter how you supply 
the patch, please include a description of how the issue was found and 
how the fix was verified.
