Summary: pass directive calls program with wrong parameters

Details: The pass directive calls the program with wrong parameters for
type string in an SNMP set operation.
For example:
/usr/local/bin/test -s <oid> string a b c
instead of the correct:
/usr/local/bin/test -s <oid> string "a b c"
