Summary: snmpNotifiyFilterRowStatus stays ine creatAndWait state

Initial Comment:
snmpNotifyFilterRowStatus can't be changed in notReady, notInService or active state. \
After setting createAndWait, the rowstatus stays in createAndWait state but it should \
be notReady. After setting all columnar objects to proper values and setting \
rowstatus to active I get error and it stays in createAndWait state, but the row \
works. I mean filtering specified with the row works fine.

Net-snmp version I use is 5.4
