Summary: DisMan non-exist/changed traps

Initial Comment:
The syntax of disman non-existance and value-change monitor entries is too picky.   There currently needs
to be whitespace between the "!" or "!=" token, and
the OID to be monitored.

It would be preferable to recognise "!OID" and "!=OID"
as meaning the same things.
