Summary: snmpconf generates over-quoted entries

Initial Comment:
If snmpconf is used to generate a "trapsess" entry:
   1:  snmpd.conf
   2:  Trap Destinations
   4:  A generic trap receiver defined using
          snmpcmd style arguments.


Then the resulting entry has double quotes round
the command-line options.  This is unnecessary,
and may cause problems.

The prompts could be clearer too - perhaps walking
through the individual requirements for an SNMPv3
notification (rather than relying on the user
knowing the correct incantation).
