Summary: tcp 1055 is bound to external interface

Initial Comment:
TCP port 1055 (AgentX) is bound to external interface
and there is no configurable option to bind this port to
localhost.
Net-SNMP should allow binding tcp 1055 port to
localhost.

The AgentX socket can already be set using the command-line
flag '-x' or the configure directive "agentxsocket".
Specifying "-x tcp:localhost:705" should work

(Note that the AgentX TCP socket is actually 705,
not 1055 which is the ANSYS license manager)
