Summary: need os version and release test

Initial Comment:
The Fedora team has been applying patches to
support quieter operation when run under a Linux 2.6
kernel.
These patches provide the same functionality, providing
the appropriate response to "which os /release is running?"

netsnmp_os_prematch() now supports any platform that has
sys/utsname.h (effectively, any platform that has uname()).

patchrev51 and patchrevmain were applied to the V5-1-patches
and main branches, respectively, and will be available in
upcoming
releases.

The patch was reversed from 5-1-patches and from main branch

It does not belong in a feature frozen 5-1-patches branch.

It did not have appropriate discussion before it was applied.

Thanks for the bug report! We've fixed the problem in the
5.1.x code branch and the main development tree,
so it should be fixed in future releases of the net-snmp package.

Not sure about this. Why do do a compile time determination,
instead of runtime?
