The locales look OK. 
patdba bash[794]: locale -a | grep ru_RU
ru_RU.iso88595
ru_RU.utf8
ru_RU.cp1251
ru_RU.koi8r

Putty is release 0.6 and works when connecting to SUN or LINUX.
I can vi a file of Russian and it displays OK.

it depends on what locales have been installed on the host, e.g.,
from the output of "locale -a", you can see if this is reasonable...
