You are confusing the protocol from the implementation.

First of all, any domain name resolver implementation should involve
cacheing.  Once you have resolved one name in the bellcore.com domain,
you should never have to go back to the root again.  The bind
implementation does not do cacheing in the resolver, nor does it do
recursion there.  Instead, one has a local copy of bind (the
nameserver) running, which is not authoritative for any domain, but
merely serves as a cache and recursor for a group of machines running
the resolver.

As for shorthand names, what you do in the privacy of your machine is
your business.  Indeed, bind can be configured to do this.

However, RFC822 and other standards require that any address in a mail
header be fully qualified.  Thus, someone (maybe sendmail) had better
fully flesh out those shorthand names.  This may still be non-trivial
to do with sendmail, but is absolutely essential.
