These are two different CPAN modules.
Pretty misleading the SNMP.pm is the Perl API for net-snmp
(formerly ucd-snmp)
while Net::SNMP doesn't require the net-snmp libs and provides a
totally different interface.
It depends on your Nagios Perl SNMP plugins which of the two APIs
they require.

However, if you aren't using SNMP for your checks then you don't
need to bother about these Perl modules.

If you are installing from pre-built packages you can subvert
dependencies by 
e.g.

# rpm -ihv --nodeps /path/to/nagios-plugins-X.X.X.rpm
