Recently we had an incident where the Notifications had been disabled
from the Tactical Monitoring Overview page (see the attached file for
the page).

I would like to restrict access to the Monitoring Features section at
the bottom of the page.  I have tested this with one of our users by
removing that user from the "authorized_for_all_services" and the
"authorized_for_all_hosts" portions of the cgi.cfg file but this did
not work.  The user was still able to access the Notifications area at
the bottom of the page and disable system-wide notifications.

How can I restrict access to this portion of the Tactical Overview page?
