I alse tried but nothing changes:

/etc/group:smmsp:x:51:apache,nagios
/etc/group:nagios:x:503:apache,smmsp

Why does it still work with OSSEC or even from command line? There is no
difference between two: both of them run as smmsp user:

# grep -i runasuser /etc/mail/submit.cf
O RunAsUser=smmsp
