With HT, it will appear to system as 4 CPUs.
And no, decoding can utilize only one core. But others can do other 
tasks. So basicaly more cores will lower your latency.

Intel Atom 220 @ 1.6GHz: 359KB/s
Intel Pentium E2160 @ 1.8GHz: 747KB/s
AMD Opteron 144 @ 1.8GHz: 444KB/s

CINEBENCH R10 (CPU Benchmark x CPU)
Intel Atom 330 @ 1.6Ghz: 1575
Intel Atom 220 @ 1.6GHz: 833
Intel Pentium E2160 @ 1.8GHz: 3218
