How do you mean, per-user? Do you want different settings per user?
If so, then no, MAX_JOIN_SIZE is not per-user.

Actually, MAX_JOIN_SIZE is perhaps a bit mis-named...It will limit
SELECTS that examine a lot of rows as well, not just the number of
tables joined.
