This bug is grave because it leads to data loss -- lost characters in email
messages.

Let's suppose I use utf-8 as a send_charset. Let's suppose I wrote a message
using non-7-bit characters (e.g. Cyrillic ones). And I signed this message.

Then my unicode messages will be encoded as quoted-printable.

Every unicode character takes two bytes -- but resulting quoted-unreadable
may contain line breaks *between* two bytes of one unicode character, e.g.:
=D1=81=D1=82=D0=B0=D1=[LINE BREAK]
=82=D1=8C=D0=B8

But =D1=82 is ONE unicode character (Cyrillic_t) and when mutt reads such a
message it cannot understand what's happened. In the above example instead
4th character mutt will show just question sign
('ÓÔÁ?ØÉ' instead of 'ÓÔÁÔØÉ' -- this was 'articles' in Russian)
