Robert,

I know a little more now.  I finally played with this again today.  With
one of my test accounts I started Netscape messenger, got the default
mail message/question, checked the box telling it to not ask again,
clicked on "yes", and got the error message about not being able to copy
the mapi32.dll.  But, the message never comes back for that user.  So, I
copied the prefs.js and the liprefs.js files to another test account and
that user doesn't get the message now.  I tried this with several new
accounts.  I don't know how your setup, but I plan to give these new .js
files to all new accounts that we create.  And we create a lot of new
accounts each quarter.  I was thinking it would require a registry
change, but apparently it can be changed without that.

Also, I looked at the .js files and noticed what lines were changed. 
The following line was changed in both and sounds like the one that
controls this:

user_pref("mail.wfe.ignore_def_check", true);

It says at the beginning of the .js files not to edit them, so simply
giving them new default .js files may be the only way around it unless
someone knows how to modify them.  This solution works for me, so I
probably won't look at it any closer.
