I figured it out. It seems that copying and pasting between domain groups in
System Policy Editor doesn't work properly. Instead you must manually click
on the restrictions you want to apply to the new domain policy group.

Hello group,

I have been using System Policies since I rolled out my first production
Windows Terminal Server. Now that the company at which I work has merged
with another company I have two NT domains to contend with. Two way Domain
trusts have now been established.

I am required to provide WTS apps to members of the 2nd domain but I want to
apply the same policy restrictions to these new users. In System Policy
Editor I have added a group from the 2nd domain and copied the restrictions
to this new group. Trouble is these restrictions fail to apply to these new
users when they logon.

Any ideas?
