We looked at vsifax a year or so ago also.  The Unix-based server looked
good, but the Windows-based client software was not multi-user friendly.

We settled on a product called zetafax.  The FAQ available at their
web site has instructions for installing in what they called "a Citrix
environment".  The product works for WTS.  Client and server software
is Windows based.  The only thing I didn't care for was that their
client software communicates with the server by way of a mounted
file share.  Their software had evidently recently been ported from a
Win16 environment and didn't understand UNC.  So I had to mount the
server share to a drive letter;-(.

Other than this minor point, the package is fully featured and seems
to work well (meaning our customer has not complained about the
fax software in the last 4-5 months).
