Every user must have there own configuration and working directory set
up as follows.

Create an ACAD directory in the users homepath as follows for every
AutoCAD user

 %homedrive%%homepath%\windows\acad

Copy the following files from the R13 Windows directory

acad.cfg  acad.ini acadnt.cfg autovis.cfg autovis.ini 

and any other configuration files that may be required
to  %homedrive%%homepath%\windows\acad

edit program manager icon for AutoCAD with the following settings

Command Line:  c:\r13\win\ACAD.EXE /c %homedrive%%homepath%\windows\acad

Working Directory: %homedrive%%homepath%\windows\drawings

where %homedrive%%homepath%\windows\drawings is your users default
working directory

It should now work !!
