I don't think there's any way to hook into the default CSS this way.
You'll need to either provide manual instructions, or do something
like Sociotags, which has an extra template tag that'll output a
complete 'link rel="stylesheet"' etc. for the user pointing at the
appropriate place.
For me, Ideally both, since I'd probably want to integrate the styles
myself rather than have bunches of stylesheets coming from all over.
