The machine has XP SP2 installed. It had WMP9 installed before and I could encode \
using MPEG-4 Video V3 fine. As soon as I install WMF9.5 package, MPEG-4 Video V3 \
failed to encode. IWMWriter::WriteSample() returns 0x80004005. Using system restore \
to go back to just before WMF9.5 package, the codec works again.

HI Steve, can you confirm the scenario in which you see this happen?
In the case where you have XP without WM9 and upgrade from XP Gold or SP1 to WMP10 \
(or install WMF 9.5 runtime) the MP43 decoder must be re-obtained via the Codec \
download mechanism. This is due to changes in the how the codecs are factored into \
DLLs. Originally the MP4* formats were implemented in wmvdmod.dll, however starting \
in WM9 the MP4* formats were moved into different dlls. In WMF9.5 the MP4* formats \
are no longer distributed as part of the install, so when the v9.5 version of \
wmvdmod.dll replaces the older version there is no longer a MP4* codec handler on the \
machine.
So I think you would see this if you were putting WMF 9.5 / WMP10 on an XP machine \
that never had WM9 installed.
Can you confirm if this seems like what you are seeing or if there are other \
scenarios where the codec stops working until you download the mp43 codec from the \
codec server?
